Change outlook "open with" default app preferences

Using the desktop version of Outlook, you can change the default way it will open links and files

Inside of the Outlook Desktop app, hit File, then Options to bring up the Outlook Options menu

Under Advanced, File and browser preferences, you can select if you want links to open in edge or your default browser by default. You can also set outlook to use your desktop apps instead of the browser for word, excel, and powerpoint files.
